LESS DIFFERENCE BETWEEN USA AND UGANDA ELECTIONS

It is sometimes frustrating when some people start negatively comparing the US elections to African elections. There isn’t a very big difference between these two countries. It is just that the Americans do things in a more sophisticated way that cannot be seen by a lay man. 

Voters in both countries are not motivated to vote. In Uganda out of a population of 30 millions, not more than 9 million people voted in the 2006 presidential elections. Most of those who voted for Museveni were already placed in terms of structures operated under the NRM system. There are less people in both countries indentifying themselves with political parties and politicians. A half of the United States does not feel motivated to vote. Before the animosity of the 2004 election prompted more Americans back to vote, there had been a steady trend of declining voter participation. The 2000 election highlighted a pervasive and widespread apathy and antipathy towards politics. Voter turnout in presidential elections sank to around 50% during the 1990s, and was even lower during mid-term elections.

Registration is not a big thing in both countries. In Uganda it is the government which does not encourage people to register their votes while in the USA, it is the people who aren’t bothered despite government exposure. At the moment, the Kiggundu Electoral Commision is not putting a lot of energy in voter registration as reported by the Sunday monitor on 7th/03/2010. Similalry,Americans are highly mobile people, who move states frequently, requiring them to re-register as voters.  The unprecedented closeness of the 2000 presidential election between Bush and Gore proved that every vote counts and encouraged the higher participation in 2004. However, the problem runs far deeper than this and will not be easily resolved.

In Uganda and USA, government failures and scandals won’t undermine faith in politicians as is the case in USA. Americans still voted for Bill Clinton despite the raise of the Monica Lewinsky scandal. On the other hand, Museveni has been involved in a lot of scandals of that magnitude and Ugandans would know them but it did not stop them giving him their votes. Museveni tried to trump up charges gainst Besigye before the 2006 elections but it instead made the colonel more popular among the voters.I sometimes wonder how a man who legitimately married an ex-girlfriend of President Museveni would be treated as a villain for this particular action by both the government and some opposition supporters.

USA just like Uganda has got people whose intentions are to undermine democracy and create confusion where it is unnecessary. In Uganda we have got people who intentionally use state money when campaigning especially the incumbent. Up to now, NRMO has not declared to the Electoral Commission its source of funds. There are also groups such Kalangala Action Plan whose goals and objectives undermine democracy in the country. On the other hand, there are associations in the USA which are also there to frustrate things. For example, the National Rifle Association has successfully prevented any reform of the gun control laws, despite the fact that the majority of the population wants them to be more stringent. The issue of campaign and lobbying rumbles on. The 2002 Bipartisan Campaign Reform Act (BCRA) aimed to curb “soft money”, but candidates soon found loopholes and ways to circumvent the controls. More stringent lobbying reforms were passed by Congress in August 2007 and have tightened up this area of campaign finance significantly.

USA just like Uganda, the guy with a lot of money tends to win the elections. The 2004 election between Bush and Kerry did nothing to dispel the appearance that only individuals and groups able to raise huge sums of money stand a chance of victory. Reforms to campaign finance were nimbly side-stepped by the Democrats and Republicans alike. According to Global Insight, after accepting their parties’ nominations, Bush and Kerry were restricted to US$74.6 million each in government funding, but during the preceding primaries there were no such limits. Both decided to opt out of the programme that would see federal funds match those raised privately, which would have imposed a total cap on spending. In the end it is estimated that Bush managed to raise some US$367 million in total, ahead of John Kerry’s US$326 million (according to www.opensecrets.org). The total for all candidates was a staggering US$881 million, well ahead of the US$529 million raise in 2000 and the US$425.7 million in 1996.That’s why the opposition in Uganda need to match Museveni’s state funding by starting to look for funds in advance before 2011.Politicians who are middle class with no big network behind them are not ideal presidential candidates in the present Uganda. Politicians whose faces have not been exposed to the voters in advance will increase the advertising costs yet the opposition has got no money.

The only big difference I see between Uganda and US elections is mainly the respect and value of manifestos. In Uganda politicians are voted for anything less than their policies. Besigye had a better manifesto in 2001 and actually the government had to implement some of its ingredients after the election, like abolishing graduated tax. However, Ugandans in the rural areas went for a guy who was threatening them with a gun if they don’t vote for him. In the USA, parties who have got better approaches of tackling the country’s most important problems—the budget deficit, income inequality, racial tension, crime and the health and welfare systems, tend to be voted by majority. The USA has also got a better electoral commission and judicial system which can deliver what is expected in case of any disagreement between the opposition and the government.

    Brother AbbeyThe four points you numerated below are all true about Dr. Besigye. As for you ,you are such a young political star that I feel should be groomed and kept clean until the right time comes, that is when you turn of age. But you supporting a man like Besigye for any reason, does not go well with me for there will never come a day when I will believe that a full medical doctor went to the bush to treat casualties and not to kill. I believe in human dignity and respect for myself and others. Those NRA soldiers did the reverse. His failure to choose a woman of his own and had to take on M7’s dregs is unacceptable before me too. I respected your advice regarding my voting for Obama and I will . As for KB , sorry. I have no respect for the tribes that overlook others. How is he going to be different from M7 the man he admired so much that he had to abandon his medical job at Agkhan Hospital to follow him and even take on his(M7’s) ex -girl friend or wife as the Banyankole would erroneously or traditionally say. Do you surely want another Mututsi woman, Winnie Karangwa B in the state house like Janet? Are we not tired of seeing our resources siphoned to the neighboring countries?Isn’tWinnie’s sister not a big shot in Kagame’s government? Should we continue to feed people who are doubly appendaged to us and other nations. Where is the spirit of patriotism here? we need a cleaner politician than KB.We need a man whose wife has not been immersed in Museveni’s’s filth of corruption and cocoudry . we want a woman who will serve as as a good example to all women, young and old, not Karangwa Byanyima Besigye, of all the Ugandan beautiful women. i respect the fact that she is book-smart though.     it seems you have a lot of anger against person of Dr. Kizza Besigye. These are some the extracts after the bush war. Col. ( rtd ) Dr Besigye Kizza was born to Moses and Mariam Kifefe of Rwakabengo , Rukungiri Town Council , Rukungiri District. Col ( rtd ) Dr Besigye Kizza was part and parcel of the NRA bush struggle almost from the beginning to the end and he is a bonafide Movementist, since he survived death and treated many while in the bush he can be addressed as a war heroe too. I have ommited his bush story here look it up yourself on the forum. Below is information after the war. In Jan 1986 Col ( rtd ) Dr Besigye Kizza was appointed Minister of State for Internal affairs and became one of 38 Historical members of the NRC. In Jan 1988 , he was appointed Minister of State in the President’s office and National Political Commissar.

    In 1991 , he was appointed Commanding Officer of the Mechanized Regiment in Masaka after an officers’ Military training course in Bombo under a Tanzanian training team , at which he emerged best student both in class and field. In 1993 , he was appointed Chief of logistics and engineering. In 1998 , he was appointed Senior Military Advisor to the Ministry of Defence until retirement in October 2000. The above information is intended to provide a history of Col ( rtd ) Besigye Kizza as an integral part of the post 1986 Government and therefore when he talks about the diversion of the Movement leadership from original objectives , goals , ethics and principles of the Movement he knows exactly what was going on and all those who wish Uganda well should take him seriously.

    Notable principles promoted and upheld on controversial issues by Col ( rtd ) Dr Besigye Kizza in NRC and CA. As NPC , he was responsible for organizing elections for the expansion of the NRC. 1989 – as Member of Cabinet , he opposed the motor vehicle co ownership scheme , whereby , ministers and senior civil servants would get vehicles at only 10 % of the duty free value , payable in 4 years’ time , while at the same time receiving hefty motor vehicle allowances , on grounds that it was immoral , irresponsible and promoting corruption by policy. Col ( rtd ) Dr Besigye Kizza opposed the proposal both in cabinet and NEC. The majority overruled him and so it was implemented.

    Col ( rtd ) Dr Besigye Kizza refused to benefit from the scheme and neither did his dept of the Secretariat. 1989 � initiated and aggressively advocated for the Leadership Code arguing that leaders and their immediate families should declare their property. Colleagues half-heartedly adopted the proposal on grounds that immediate families don’t have to declare their property. The flaws in such a halfhearted response are obvious. 1989 � together with the late Lt Col Sserwanga Lwanga , Maj Gen David Tinyefuza and others advocated that Members of Parliament should not become ministers in order to promote the principle of separation of powers between the Executive and Legislature and minimize possibilities of compromise of Parliament by the Executive.

    The above facts are intended to prove that Col ( rtd ) Dr Besigye Kizza has been consistent in his criticism and fight against immoral , irresponsible , unfair and corrupt tendencies within the Movement. This immobilizes the argument that he should have discussed his dissatisfaction with practices within the Movement camp in closed fora.

    He has been doing so since 1989 when he saw things going wrong but he was not taken seriously. Just like Magma in the volcano, when frustrations is bottled up for too long , it tends to find for an outlet and that is what happened in 1998 hence the start of the struggleEvery Ugandan who follows current affairs must know that Col ( rtd ) Dr Besigye Kizza has significant support in the whole country and we shall make sure that come 2011 he is the new president of Uganda.

    That is why he is called a rtd Col. by they way the movement you are referring to metamorphosised and it something else. It is not the same movement as it used to be. Today we are talking about UPDF not NRM, Museveni and Besigye have changed too; they are not the young guys we used to in early 1980�s. What amuses me about you people is that you are still stuck in the past and as such we shall never find solutions to our problems. We are now talking about 2008 not 1998 I think you can see the difference here man. If Museveni still sings his slogans of no change it doesn�t mean there is no change. My father is now approaching 80 but before he never thought of being where he is today. So don�t mix the past with the present as they don�t actually make a difference. So there is a need for us to move on from where we are to new dimensions or else we shall continue being stuck into the past until Museveni turns 90 in power.

    FDC needs to change leadership if they want my vote come 2011. I admit Besigye has done a lot but why do people want him to die on the job like Mu7?

    Where is the logic here? People who want Besigye all the way are these old scared selfish individuals who think the new leadership will make them backbenchers. Whey are worried of the obvious.They are not different from Kibaki.

    I rather be driven by my son since I am not sure of my sight in the evenings. Afterall I have taught him all about driving carefully.FDC has not hence the worry!!!
    There is a ceiling for everything. They bame Mu7 fo overstaying but they do the same. WHO is so foolish not to see?

    Truth hurts but I thought that you understood it that the only man who can compete with M7 is a man having a miltary background like him. Why do you think Col Besigye has been outsmarting all his co-competitors against M7? Is it because of his proffession or something to do with the miltary background? Sebana can be a president. Bwanika is a suitable candidate. And so do all who have competed for the post previously. But why has none ever scored a percentage similar to that of KB? It is simply Ugandans have no trust in people who have no miltary knowledge because they are easy to control whenever they hear M7 mention the words * Guns and freedom fighters* Au unafikiria je bwana?

    Robert, if you look carefully, Mu7 thrives on creating un necessary fear among the populace and that is why they vote for him for he assures them of security.
    We have a serious problem of assuming that military people are better because we want security. People voted Besigye because they thought he had access to gun fire. All these are just myths.The 2 people are useless. In fact Dr Bwanika is better than both of them but his problems can be solved. He had poor funding and as I said Ugandans should move away from gun thinking.
    In Uganda, when 2 people fight over a silly woman in the bar, they run to their army relatives to sort out the mess. Why the army? Me and you who have no army relatives, can not fight.
    We should also be free to fight.

    Thanks for the compliments. However, I still think that Dr. Besigye should be given time to complete what he started. According to the FDC constitution, he is still allowed to try the presidency for the last time. Let us all endorse him for 2011 and that will be it. He is a principled politician who will not temper with the party constitution once he loses out to an NRMO candidate in 2011.If he does tamper with the FDC constitution, then some of us will stop supporting him and the party at that point and that is a promise.

    You talked about politicians with a clean slate being brought in to replace the old ones like Besigye. I agree but then again, this is African politics .We are not yet there especially at presidential level. It is not American politics where a man from nowhere like Obama can try to upstage a �big lady� like Hilary Clinton with a network of her husband behind her. Secondly, Besigye is not that old at that level of politics. He is just in his early 50s and he is evidently the most committed politician Uganda has had for the last 10 years. To put it in a bold luganda:�Besigye tanyigilwa mutoke�. Thirdly, you are not going to find any politician in the world without anything in the closet. There is always something somewhere. When it is not mentioned, then people don�t know how to find it or it has been successfully concealed. Every one has got something they don�t want others to know about and I�m being honest here. So we should not look at the NRA veterans as the most tainted people in Uganda. There are people who have done worse things than the Luwero war but they have been too clever to cover up. So if I were you, I would cut some slack for this guy,Dr. Besigye.

    David Basobokwe talked of Besigye having only 20% of the support compared to Museveni�s 40% in Uganda. This was good information but I don�t know how David came up with these figures. He said he was in Uganda for 3 months and probably did some primary research on this one. For the sake of the debate, let us assume that those percentages are correct. A 20% Besigye is better than 0.6% Bwanika or a 1% combined total of UPC and DP. Why don�t we build on that 20% to bridge the gap on Museveni�s support? My understanding is that FDC with Besigye are already popular in urban centres and all they need now is to mobilise jointly with the rest of the opposition to take up the rural areas. This is where a coalition comes in as so many heads are better than one.

    Another person talked about selling a new face other than Besigye or Sebana. The truth is selling a new face to the public requires financial engineering. Most opposition parties in Uganda don�t have money and they depend mainly on their supporters as is the case with FDC. Besigye�s face has already been plastered in most of the houses in Uganda and some people are already holding on to those posters till 2011.That means the cost of printing and advertising a rejuvenated Besigye in 2011 will be reduced. I do hope that this time they don�t make him too much of �Mr. Smiley�. I did not like his last poster as it made him look like he was campaigning for a post in a stable USA and not a fragile Africa. The reason why Dr. Bwanika did not do well in 2006 was because people looked at him as a nobody and who could blame them. Up to now, Ugandans have not bothered to find out what he stands for.
    Africans politics is not a joke. It is real business and real business needs real people and real people don�t come from nowhere. So guys, just forget about OJ, Abbey,Ahmed,Faisal Nkuttu,Mulindwa,Regina,Ekkissode and other potential leaders on this forum and get back into real business before 2011.It is my wish that we agree on a candidate to promote before it is even 2011.We wanna start mobilising funds for this person and promote his name and face as far as possible and the real battle starts now.

    I will be straight with you, since you have refused to walk away from this Besigye fellow and want to bring everyone/everybody to FDC, but not focusing on building unity of the opposition, let all of us sweat it out seperately. I still have faith in UPC that we can deliver that is if a freshman/woman is brought in before this spring…If not tujakuduka and launch a brand new political party straight from the box…We will take David, Allan, Jennifer, Faisal, Lule, Maya, Peter and Peter, Mulindwa etc with us…They are the new cadres of leaders I see evolving/developing on this forum…It might as well be time to aim for the highest bidder…Over to you and stay tuned.

    Abbey, the opposition parties refused to unite and it brought back Museveni, is that what you want in 2011 and beyond as well?? To be fair let all opposition political parties field fresh people. I know NRM won’t, over Museveni’s dead body!! But let the opposition field new people, pool their resources and their logistics.

    And Abbey yours is dangerous thinking, we should not put our faith in personalities, that is what has caused the Museveni problem. We should think about building the political parties and not just an individual in them who becomes greater than God. This worship of an individual is what has caused the MONSTER MUSEVENI!!! Let me ask you Abbey, is Besigye God?? Is Museveni God? Is Miria God? Is Sebana God? As I said this putting all the effort and emphasize of building up these individuals is what is causing the mess in Ugandan and African politics.

    Contrary to what you believe Abbey, America did not build it’s stability by building up individuals within their parties instead of the parties themselves. The democratic party and the republican party put all their efforts into building their parties instead of specific individuals Abbey!!! Otherwise why would there be different candidates running for office every 4 years? And then in that if you do get into office you only have a total of 8 years. How many has Museveni had, 23 right?? That is because he is NRM, and NRM is Museveni, you cannot separate the two. Your kind of thinking Abbey does not leave room for Museveni to be one of the possible candidates within NRM, but the only one, and that is terrible as you can see what quagmire Uganda is in right now!! I think given a choice between Museveni until he dies, and a face fresh on a united opposition, I think Ugandans will choose the latter. Twakowa!!!
